Why do foreign investors choose Dallas?
DFW combines a large consumer market with a strong business-services economy. For E-2 investors that means three practical advantages:
- Demand for service businesses. Population growth across Collin, Denton, Tarrant and Dallas counties supports home services, food, education, health and trades.
- A deep acquisition market. Many small and mid-size businesses come up for sale as owners retire, from Plano and Frisco to Arlington and Fort Worth. Buying an operating business with payroll is often the strongest E-2 route; see buying a business for the E-2.
- Texas cost structure. No personal income tax and modest formation costs leave more of the investment for operations and hiring.
Consular officers do not favor any U.S. city. They look for the same things everywhere: committed funds, a business that operates, and hiring the revenue can pay for. A Dallas plan simply has to use Dallas numbers.
Texas business costs and taxes
| Item | Texas rule |
|---|---|
| LLC formation (Certificate of Formation) | $300 state filing fee |
| Annual state filing | Franchise tax report and Public Information Report |
| Franchise tax | No tax due if annualized revenue is at or below $2.65 million (2026 and 2027 reports) |

| Personal state income tax | None |

Franchise tax figures come from the Texas Comptroller. Your CPA should confirm your filing obligations, including federal taxes, which apply in every state. See E-2 taxes and health insurance.
Which industries work for an E-2 business in Dallas?
- Home and commercial services: cleaning, restoration, landscaping, painting and pest control. Crews are hired early.
- Construction, remodeling and building materials: strong demand from new housing and commercial growth.
- Trucking and logistics: DFW is a major distribution hub with interstate access in every direction.
- Food service: restaurants, bakeries and cafes, especially in fast-growing northern suburbs.
- Franchises: DFW is a large franchise market, and resales of existing units come up regularly. See E-2 franchises.
- Professional and B2B services: IT, staffing, marketing and consulting firms that hire.
What does it cost to launch in Dallas?
The E-2 has no minimum investment, but your budget must be substantial relative to the cost of the business. In our experience, DFW service businesses and franchises typically launch at $100,000 to $250,000, food concepts at $200,000 to $500,000, and acquisitions of operating businesses start around $250,000.
Budget for local realities:
- Rent: varies widely between central Dallas, Uptown, the northern suburbs and Fort Worth. Use quotes for the exact submarket.
- Wages: use DFW metro wage data, not national averages, and show recruiting channels.
- Insurance: commercial auto and liability costs are significant for trucking, construction and service fleets.
- Working capital: fund several months of payroll and rent so the business survives its ramp-up.
The E-2 investment calculator helps test whether your budget is proportional.
Does Dallas affect where you apply for the visa?
No. Where your business is located does not determine where the E-2 visa is issued. E-2 visas are issued by U.S. embassies and consulates abroad, and since September 6, 2025 applicants generally must apply in their country of nationality or legal residence. If you are already in the U.S. in another status, your attorney may instead file Form I-129 with USCIS for a change of status. See the E-2 application process.
Local licensing pointers
- City permits: the City of Dallas issues certificates of occupancy and building permits; suburban cities such as Plano, Irving, Frisco and Garland run their own processes.
- Food businesses: need local health permits and a certified food manager.
- Licensed trades: electricians, air conditioning contractors and other regulated occupations are licensed through the Texas Department of Licensing and Regulation.
- Trucking: needs federal operating authority and USDOT registration, plus Texas registration and insurance.
- Sales tax: most retail and many service businesses need a Texas sales and use tax permit from the Comptroller.

Frequently asked questions
Can I meet TealBridge in person in Dallas?
Yes. TealBridge is based in Dallas, so local clients can meet us for business selection, site visits and launch work. Legal representation comes from licensed partner attorneys, who can work with you remotely.
Is Dallas cheaper than Austin for an E-2 business?
In our experience, commercial rents in much of DFW are lower than in central Austin, with the same Texas tax rules. Costs vary a lot by submarket, so the plan should use local quotes.
Do I need a Dallas immigration attorney?
No. Immigration law is federal, so your attorney can be licensed in any U.S. state. Choose counsel for E-2 experience, not location.
Does a Texas LLC have to file an annual report?
Texas has no separate annual report for LLCs like some states do, but LLCs file an annual franchise tax report and a Public Information Report with the Comptroller even when no tax is due.
