E-2 business plan writing for your U.S. business
TealBridge writes E-2 business plans for investors starting, buying or franchising a U.S. business. We connect local market research, a five-year financial model, hiring assumptions and investment records to your actual business documents. Your independent immigration attorney reviews the legal requirements for your filing route.
Quote within one business day after a 60-minute intake call. Plans start at $2,500. First draft in 2 to 3 weeks; rush delivery in 7 to 10 days available for an additional fee.
What consular officers look for in the plan
Document instructions vary by filing route and consular post. We organize the business evidence for your attorney's review. The Foreign Affairs Manual explains the underlying investment and enterprise criteria; it is not a universal business-plan template.
Read the State Department's E-2 criteria- 01
The enterprise is real
Entity, location, licenses, vendors and an operating model that exists beyond the page.
- 02
The investment is substantial
An investment schedule proportional to the total cost of the business, committed and at risk.
- 03
The business is not marginal
Five-year financials that show income beyond the investor's family, or credible job creation.
- 04
Hiring assumptions are supportable
Roles, timing and wages tied to the operating model. E-2 has no fixed minimum headcount; hiring is part of the evidence, not an approval guarantee.
What your E-2 business plan includes
Market analysis
Industry data for your city and trade area, named local competitors, target-customer segmentation and defensible pricing.
Five-year financial projections
P&L, cash flow and balance sheet with unit economics tied to real vendor quotes, leases and salary data.
Organizational and hiring plan
Org chart, U.S. hiring timeline, roles and salary bands that show genuine job creation over five years.
Source-of-funds narrative
A documented paper trail from the origin of your capital to the U.S. business bank account, written to the officer's questions.
Marketing plan
Customer acquisition channels, budget and a 12-month launch calendar consistent with the revenue ramp.
Investment schedule
Paid, committed and planned amounts shown separately, with bank records, invoices and contracts that your attorney can reconcile with the applicable forms.
E-2 business plan fees
TealBridge's E-2 business plan fees range from $2,500 to $8,000, depending on scope. The price reflects how much financial modeling has to be built from scratch, the number of locations and the hiring depth, not page count. You get a fixed quote after the intake call.
Clients in our full E-2 launch engagement pay a lower bundled rate for the plan. Rush delivery in 7 to 10 days carries an additional fee quoted with the plan.
TealBridge Consulting is a business consulting firm, not a law firm. Legal services, including immigration filings, are provided by independent licensed attorneys in our partner network under their own engagement agreements.

What to bring to your business plan writer
For the intake call, describe the business, location, investment budget and filing route. Tell us which records already exist and which decisions are still open.
- Ownership and management: entity records, ownership percentages and your relevant experience.
- Operations and investment: lease or premises proposal, vendor quotes, licenses, contracts and an itemized record of payments and commitments.
- Revenue and staffing: prices, capacity, wage assumptions and any actual customer contracts. For an acquisition, include the seller's financials and tax records; for a franchise, its disclosure document and agreement.
- Filing scope: your attorney's document instructions, intended post or USCIS route, and any submission deadline.
Do not put passports, bank statements or other sensitive documents in the inquiry form. Confirm the document-sharing method directly with the team.
Deliverables and scope to confirm before you start
The service includes a formatted plan, financial model and one revision round. First-draft timing is not a final filing deadline. Confirm when complete inputs are due, how attorney comments are incorporated and whether new research or later officer requests require additional work.
The business plan fee is separate from the business investment, government application fees and your attorney's legal services. Any rush fee or additional scope should be stated in the written quote. TealBridge does not decide legal eligibility or file the visa application.
Preparation in four stages
- 01
Intake call
60 minutes on your business, budget, timeline and source of funds. You get a fixed quote within one business day.
- 02
Research and modeling
Analysts build the market analysis and five-year model from real vendor, lease and salary data for your location.
- 03
Draft and review
First draft in 2 to 3 weeks. One round of revisions to refine numbers and narrative, with your attorney's comments included.
- 04
Final plan and financial model
Formatted PDF and financial model for your attorney's review against the applicable filing instructions. We walk you through the assumptions and figures; the plan is not a legal opinion or approval guarantee.
A template is a starting structure, not business evidence
A template can help organize a plan, but it cannot supply your ownership records, local market evidence, investment payments or operating assumptions. Whether you write the plan yourself or hire a writer, check that the narrative and financial model describe the same real business. A higher price or a longer document does not guarantee approval.
Review the sections and supporting evidencePlans prepared by the team that builds the businesses
- Businesses we built supported a 99% E-2 approval rate (filings by independent partner attorneys).
- Consultants with MBA training and hands-on U.S. operating experience.
- Numbers come from your vendor quotes, leases and payroll, so you can defend every line at the interview.
- We also prepare business plans and financial exhibits for other immigration routes. Their legal tests differ; your attorney defines the evidence needed for the particular filing.
Questions about E-2 business plans
Standard turnaround is 2-3 weeks from intake call to first draft. Rush delivery in 7-10 days is available for an additional fee.
Yes. There is no requirement to hire a business plan writer. Whether you write it yourself or use a specialist, the assumptions, investment records and hiring plan should be accurate and consistent with your evidence. A writer does not guarantee approval.
Our plans typically run 30 to 50 pages, but there is no universal E-2 page count. Follow the specific consulate's instructions and keep the plan proportionate to the business and supporting evidence.
Requirements vary by filing post and route. Follow the current document checklist, page or attachment limits and your attorney's instructions. There is no single format that applies to every E-2 filing.
An updated business plan or business review is strongly recommended for renewal. Consular officers compare actual hiring, revenue, and taxes to the original projections.
We can update the business plan and financial exhibits for your attorney's review. Confirm the scope and any additional fee in your agreement; one included revision round does not mean unlimited work on later officer requests.
Request a fixed-fee quote
After the form, we arrange a 60-minute intake call and quote a fixed fee within one business day. Where the business or the funds would not support a credible plan, we tell you before any fee is charged.
