Why do foreign investors choose Chicago?
- Size and diversity. The Chicago metro is the third-largest in the U.S., with demand across consumer and B2B services.
- Freight and logistics. Chicago is a national rail and trucking hub, which supports fleets, warehousing and distribution.
- Established treaty-country communities. Chicago has large Polish and Mexican communities, among others, which helps businesses serving those markets. Poland and Mexico are both E-2 treaty countries; check yours on the E-2 treaty countries list.
- Moderate costs. Rents and wages are high in the Loop but more moderate in many neighborhoods and suburbs.
- A deep acquisition market. Many established service and industrial businesses come up for sale as owners retire. See buying a business for the E-2.

What does it cost to launch in Chicago?
In our experience, Chicago service businesses and franchises typically launch at $120,000 to $250,000, trucking fleets at $150,000 to $400,000 depending on equipment, and acquisitions of operating businesses from about $250,000. These are not legal thresholds: the E-2 has no minimum, only a proportionality test. See E-2 minimum investment.
Budget for:
- Rent and property taxes: Cook County property taxes are often passed through in commercial leases.
- Seasonality: winter affects construction, landscaping and some retail; model monthly revenue.
- Insurance: commercial auto and cargo insurance are major costs for trucking.
- Wages: use Chicago metro data and current city and state minimum wage rules.
Does Chicago affect where you apply for the visa?
No. Investing in Chicago does not route your case to any particular consulate. E-2 visas are issued at U.S. embassies and consulates abroad, generally in your country of nationality or legal residence since September 6, 2025. See the E-2 application process.
Local licensing pointers
- City of Chicago: the Department of Business Affairs and Consumer Protection issues business licenses; zoning approval for the location comes first.
- Food service: requires a retail food license and health inspection before opening.
- Suburbs: each municipality in DuPage, Will, Kane and suburban Cook counties has its own licensing and permitting.
- Contractors: Chicago licenses general contractors and certain trades; requirements vary by suburb.
- Trucking: needs federal operating authority, USDOT registration and insurance before operating. Under Executive Order 14286, E-2 employees whose job requires driving a commercial motor vehicle must show English proficiency.

Yes. Chicago is a national rail and trucking hub. Small fleets with federal operating authority, equipment and drivers are a natural E-2 fit, and equipment invoices document the investment well.
